Lay out 12 corks standing up on your work surface: one cork, two corks, three corks, four corks, then two corks. Glue the corks together on their sides in rows.

Stack and glue the one, two, three, and four corks in a pyramid shape with a glue gun and glue sticks.

Attach the final two corks between the first and second ones on the right and left sides to create a heart shape.

Using 24 corks, create two more cork hearts following the same steps.

Glue the three cork hearts together at the base of each heart.

Glue the last 5 corks in a curved row from the base of the shamrock. 

Paint the top of the wine corks light, medium, and dark green.

Add a bow to the middle of the shamrock with the grosgrain ribbon.
